Perhaps everyone can review (which is different than a comment). But reviews can be flagged and reviewed by moderators.

I'm not sure I'd go as high as 10 scripts to begin voting. Maybe 5? Also, the votes could be weighted so that more popular/prolific script writers have more influence on the total grade.
